Varying Response Times for HTML-to-PDF Operation

We are beginning our integration to Adobe's PDF Services and have a test that uses a small HTML template to create a PDF. When we run this test, we get response times from Adobe that can vary from a second or two to multiple minutes (as high as 3). Is this normal? 

We had questions on whether the variance in response times was due to our licensing level, a problem at Adobe, or something else. Can anyone provide some guidance for us?
