Q1: How or where do I make the change to ensure that the user is an administrator of the page
Q2: Where is this user info stored in Adobe Campaign?

Sure. Here are the steps
1. I re-activated the user account on facebook as an admin. Make sure that the user accepts the invite to be an admin (this was overlooked when I first did this)
2. I re-login to the Facebook page within Adobe Campaign under Services and Subscriptions > Facebook
