I have an address that was added to our Quarantine list in our Marketing Instance of ACC, from an email send from our Message Center instance.
I first set the status to "Valid" which didnt change anything, and then we removed the address from quarantine table as a whole, but we are still seeing the delivery logs of the email send from the Message Center delivery as ignoring that particular address. We think that the Marketing instance removal of teh address from quarantine is somehow not reflected in the message center, as a result of me likely not doing something added.

Removing quarantine from the marketing instance won't remove it from the RT instance. You need to open a ticket with Adobe support to remove it.
