Web Server Start Up Arguments in AEM dispatcher

Trying to access "Web Server Start Up Arguments" as mentioned in below link 

${ENV_TYPE}

do we need to setup "Web Server Start Up Arguments" or it will be done automatically done while instance is created in Adobe cloud ?

I am trying to include Variables files dynamically as mentioned in below doc and facing issues like variable is not available.

You need to set this from cloud manager, either via CLI/REST or from UI

Are you using AMS or AEMaaCS?

In AMS, The variables are setup only on apache and accessible e.g. in dispatcher for env based config

please advice on the necessary steps to access env based config in dispatcher
