Missing Click Through only on Android 10~ Youtube Ads

Looking at the tracking report, only Android 10,11 on youtube ads are missing the Click through.

Click through measurement of Other Media and devices, such as "Gunosy ads" and "Android 10 on Facebook/Instagram ads" and "chrome on youtube ads", are measured.

Why this happens and what can I do for Click through measurement of youtube?
