Less Than 1 Day Return Frequency

How is the "Less Than 1 Day" Return Frequency defined? Is there any documentation around it?

lt looks for a time-stamp between last hit in a visit vs first hit in a new visit.  This report does not record any first-time visitors, as there is no prior visit to compare against.
