Is there a way for Adobe Analytics Admins to get the number of monthly logins on their Adobe Analytics Users?

no, nothing out of the box.

you have two options:

• download logs and examine with excel
• follow the guide here: https://adobe.ly/aausage

In the past I've also had Adobe suppply this information.  So it could be worth asking your CSM.
