Set current year dynamically in Time -Parting plugin

Current default time parting plug-in requires year to be changed manually every year. Omniture Consulting has a solution that sets the year dynamically - this should be the new default for the plug-in to reduce data loss.

Ideally, time parting plugin should be replaced by default reports in Site Catalyst (see separate submission)
