Priority Selector for Data Warehouse Requests

Enable a dropdown or textbox to select the priority for requests in the Data Warehouse queue. 

Currently, a new request is logged at the very end of the list, so for long queues it may require dozens of clicks on the "up" arrow (and resulting page refresh) to get a new request to the top spot in the queue.
