Enabling Geo Segmentation with Custom Conversion Reports

I have just been instructed by Support that I am unable to push GeoSegemenation reports to my users because I must enable all conversion reports.

There are conversion reports that I do not want to share with users.

 

Can you de-couple the need to enable all Conversion Reports for access to Geo Segmentation?
