Making Expanded Markup Tools the default

Having a dropdown tool menu makes limited sense considering the large amount of real estate at the top of the screen. It would be great if the default setting were the expanded markup tools. It would help some of our "low information users" who are incapable of clicking on the dropdown menu because I don't know why.
