WF Proofing SOCD status

Hi guys, I have a couple of proofing workflows that I've recently set up but I've noticed that when a proof is uploaded and is active, the status is showing that all those in the stage have made comments but they haven't. Seems like I've messed something up in the set up but I can't figure out what.

I tested it in my instance and it appears to be tied to the one decision required. When you have that checked it marks everything as green when one decision is made. Doesn't seem to do it when the box isn't checked.
