We're trying to open up access to a request queue to users who have view access to a queue. However when we do this, users who are associated with the project group (users who were not apart of the primary company) lose the ability to submit request to this queue even though they have view access. Does anyone know why this would happen?

Agree with Skye, this seems unclear. But I'll make some assumptions here. I'm guessing you have your request queue set up so that the only users who can add requests to the queue are "People in this project's group" (4th radio button in the below screenshot)
And you're trying to switch the radio button to "People with view access to this project"
You can only select one option here. Anyone on the project's group who does not have the project shared with them, and at least View access, will no longer be able to add requests once you switch that radio button.
If you want those users to maintain access, you'll need to share the project with them.

This question seems unclear.
What does being "associated with the project group" mean? Is the project group the same as a group in Workfront? Did you happen to share the project with the project group? How do you know "they have view access"?
What does "losing the ability to submit request" mean? What happens when they try to submit a request? Did they have this ability before you changed the queue and now they do not?
