Requesters want notifying when someone starts work on the project that was converted from the issue.

I have a lot of requesters with reviewer access level. These requests then get converted to projects using templates. The requesters want to be notified when someone starts working on the project (not when the project is converted). Is there a way to do this without going down the fusion route? If it does require Fusion is there any tips to do this?

Any help would be great
