For Repeating Deliveries on reports, is there a way to associate the Deliver this report with the Access Rights of: to a role (e.g. Designer) instead of a person (e.g. John Smith)?

no. I would say if you want this to happen, just make a new account and call it Designer and use this to run your report. (In general though, it’s just better to make these reports for people who already are designers.)
