Report $$USER.ID Wildcard Filter Not Showing User's Projects

I'm trying to create a report that shows the projects assigned to a user and I'm having issues with the wildcard $$USER.ID filter. When I create the report and use the Project>>Owner ID Equal $$USER.ID filter, the report only shows the projects assigned to me, no matter which user is logged in and viewing the report. I have other reports in place that use the USER.ID wildcard and they work just fine. However, any new report I try to create has this problem. I tried copying a report that is working with the USER.ID wildcard and editing it to show the data I need, and the copied report only shows the projects assigned to me no matter who is logged in.

 

Any suggestions for how I can fix this problem would be greatly appreciated.

Make sure that "Run this report with the Access Rights of:" doesn't have your name in it.  That's the only thing I can think of that might cause this.
