Read Only access to historical data (projects & issues)

Hello, we would like to provide a certain group of users a READ ONLY view of their requests from the past with no access to post updates, however, I cannot seem to find any information about restricting the ability to post updates. I cannot make them external users since they need visibility to issues they have submitted in the past. Any advice would be appreciated!
