New User Setup - Resource Pools

I was recently added as a workfront admin and have been setting up new users. For some reason, I do not have the option to enter anything under 'Resource Pools'. Does anyone know why this may be happening? Below is what it should look like but I am missing the option.

Hi Rebecca were you added as a Full System Administrator or with a Group Admin style licensing? I'm thinking your access to resource pools might be restricted, even though you have the ability to edit/create users.
