Looking to Leverage Approval Process for Task Assignments on Projects

We do not have Resource Managers per say, our Marketing Ops team is responsible for assigning tasks to projects and then Team Leads approve those assignments in a Resourcing Approval Task, and "rejection" of the tasks assignments are all handled in Project Updates. This feels clunky but I'm looking to leverage a Project Approval process in this instance, I'm having a little trouble on best practices or finding any examples of this particular process in action. I've gone through the Workfront Documentation and have some ideas.

I'm curious: If the Ops team assigns their desired resources - why wouldn't the team lead just use the Workload Balancer to reshuffle work?

So our Ops team uses the Workload Balancer for the assignments, some of our teams have guidelines around the assignments like skill level, level of effort projects, and who is best suited. It may be better put as Ops puts in preliminary assignments and the Team Leads are empowered to change those assignments based on criteria. Our hope is that we can move away from Resourcing Approvals eventually but sometimes things are missed in the request when determining if a project can go to the Creative team or straight to production. We recognize our process isn't perfect and Marketing Ops doesn't fully understand each individual's skill set. This feels like an opportunity to streamline the resourcing approval process.
