In a task report, I want to display the hours spent working on tasks that don't necessarily start or end within the defined time frame (week, month, quarter, year).

Weekly task reports may includes tasks that span across the week, but those tasks neither start or are planned for completion within that week. In the task report I've created, these tasks do not appear.
