SOLVED

If a task is not assigned to any users, but hours are logged to it how can you identify who logged the hours? There is the task details page and "last updated by" but that doesn't necessarily indicate who logged the hours.

On the task itself, you would want to look at the Hours tab. Every time logged against the Task, regardless of who logged it shows up there. On this tab you can see Owner, Hour Type, etc
