I have one user that is getting proofs but they dont show up as approvals in her dashboard, they are only getting emailed. Are you seeing this with other users?

This may not be it, but if they are set as "reviewer" on the proof they would get the email but it wouldn't show up in the approval dashboard because that will only show the ones that she was marked as "approver" or reviewer & approver".
