How to Assign Hour Type at the User Level

Does anyone know how to add hour types to the user level?  The instructions on experience league are outdated  (https://experienceleague.adobe.com/en/docs/workfront/using/timesheets/create-and-manage-timesheets-in-adobe-workfront/define-hour-types-and-availability).  

I have the hours types identified at the system level and project level but none of the user cannot select the specific hour type because it hasn't been added at the user level.    You used to be able to select hour types on the user profile under Resource Planning but hour types is no longer listed there.

I just looked at a user profile and I do not see those two fields anywhere in the profile.  Below are the only fields under resource planning.  I also looked under all other sections.  I am an admin so I can see all the fields.
