How do you report on Proof Permission profile?

I have tried a half dozen report types and don't seem to have access to this field on any one of them.

The ask: We need to be able to not only show what the license role is (Worker, Planner) but what Proof Permissions they have so we can ensure only certain people can have access to unlock Proofs.
