Has access to moving and overwriting Documents changed?

We have a User with Manage access on a Project who cannot move Documents between folders in the Project.  It looks like dragging and dropping is happening but the Document does not move.  

Separately, a Designer who frequently drags new versions from their desktop to overwrite a Document was unable to this week.
