Enabling Workflows for our Organization

We've setup the AEM/Workfront native integration following the documentation online.  I'm now trying to test some advanced functionality within the integration leveraging workflows.  All throughout the documentation online with regards to workflows there is always this message that is added 

My question is how would a workfront administrator enable workflows for our organization?  I cannot find any documentation online or steps on how to do so just more messages that says if you can't see it the administrator has not enabled workflows.

I see this documentation about enabling workflows in workfront -- did you already do this step though?
