Is there a setting that I can change to allow a user / users to edit the order of a custom form on a project while in a pending approval status?

If I understand your question correctly, you should be able to reconfigure for your instance using these instructions.

All it says is

A project with a 'Pending Approval' status cannot be edited. You can modify the project by changing the status.

I'm not sure where you are testing, but I am able to get around this by being on the Project Details page. I've clicked on the pencil in the upper right corner of this page, and clicked on Edit All. Then I just use the hashmarks beside each form, change the order, and click Save Changes at the bottom of the page.

If you are getting inconsistent results based on where you're editing the form order, you can certainly submit a case to Support -- just be warned that they may end up removing the functionality in order to make it consistent. 🙂

That is exactly what I have been doing. My main goal was to use the API to do this so I tested it manually first and it did not work. I have not tested the API yet, but if it still does not work I will submit a ticket.
