Does a 'Reviewer' based User ...that only reviews WF Proofs, consume a license?

yes, but it's not a paid license. (we call it a "free license")

your https://_____.my.workfront.com/setup/licenses area would be able to tell you more. (for example, mine says I have unlimited review licenses)
