Hi team,
I tried multiple ways to disable the welcome mail while importing users through kickstart method.
1. In import file setRecieveMails= FALSE
2. Disable "New User to user" (subject : Welcome to Workfront) mail notification in system level.
In documentation it mentioned by default invite mail not triggered while uploading users through import method but it triggering mails in both (sandbox and prod) environment.
note: I noticed some of the users not getting emails but most of the users getting mails.
Please let me know how to deactivate this welcome mail notification while doing import new users through kickstart method.

I don't see an obvious field that would disable that feature, though I'd have tried the 'setReceiveMails' flag myself first. Since that didn't work for you, I would try loading some sample data, but load them as deliberately inactive users. You'd still have to go back and set them active/assign an access level, but if it works then at least it's only a step or two.
The other thing that might let you find the setting is to use the 'add multiple users' feature from within Workfront, again on some test users, and uncheck the box there. Kickstart out your user data and see if there's a field that's different for those test users.
If you ever get to loading people via the Admin Console, the trick to preventing the automatic email there is a bulk import that doesn't assign them a product at all. Eventually you have to do that, either manually or by enabling auto-provisioning, but it lets you get people in without telling them while you're still setting things up.
