We use Portfolios to indicate different "sections" of the company - each of which have their own terminology for when something is in Planning, Open, or Closed. I know I'm able to set custom statuses for groups, but some users span multiple groups. I'm wondering if there is a way to set custom project statuses for users to see when they're on projects of a specific portfolio.

If the users in each portfolio is part of a Group, you can create statuses by Group. When you go into Setup > Statuses... on the top right where it says System Statuses, you can select any of your Groups there and set the statuses for those groups.
