Can you prevent a document at the task level from rolling up to the project level?

We use the main level of the project folder as a hot folder for automation between systems, including our compliance and publishing systems. I noticed that when you try and put a document at the task level, it rolls up automatically to the main level of the project, regardless if you even put it in a subfolder at the task level to "hide" it. Interestingly enough the folder doesn't roll up, but the document does.
