Can we share a dashboard & reports with a non-licensed user?

We have a Requestor that would like us to share the dashboard of her direct report's tasks on her WF page.

The direct report has a worker license and his director is just a reviewer.

I have shared the Dashboard & Reports with her but they don't populate with any info when logged in as her.

Wondering if this is because she doesn't actually have a paid license as a reviewer.

Any help is appreciated. Thanks
