I am creating multiple job roles for some projects as we would like to use multiple billing rates. Because the rates for our projects vary, can I leave the "cost/hour" field blank when setting up the primary project manager role, or is there a wildcard that I can use to pull whatever rate is assigned at the project level?

For reporting to be accurate you'll want to have the cost/hour set up for any role you'll need to track your rates on.
