Add External Link to Header Field at the Issue or Project Template

Are you able to add an external link to the header field within an issue or project template? I have attached a pic of the space I'm referencing.

no -- instead, we often recommend that people just set up a custom section that is a dashboard, and have anything you need to be on that page.
