Workload Balancer - Role Placeholder Allocation for Unassigned Work

We need the ability to use the Workload Balancer's features on Unassigned Work to placeholder-in allocations in order to judge what Workes might be the best fit.

We use a pool system so sometimes we need to see how the allocations might work FIRST to find the best Worker fit.
