Workload balancer: Anchor the hours row to the top of the screen

Description - Anchor the hours row to the top of the screen in Workload balancer

Why is this feature important to you - This would save time having to scroll to the top constantly

How would you like the feature to work - Being able to always see the hours 

Current Behaviour - Currently when you scroll through long lists of projects in workload balancer the hours aren't visible as you work your way down the list.
