When a project status is changed to DEAD remove planned allocation / remove from resourcing

We currently mark projects as dead if they are in flight and the client cancels them. Currently Dead projects still appear on the resourcing tabs, and the my team views. Dead projects should be treated as dead, and allocation should automatically be removed from user and dead projects should not display on the team views or resourcing views.
