Users with Manage it Access to Projects/Accepting Commit Dates

It would be very helpful if users with "manage it" access to projects could also have the same response options on a commit date that a project owner has. Our PM dept has teams of a PM and APM and although only one of them can be set as owner, the other has manage it access. They need to be able to comment/accept commit dates, same as project owner.
