Update RPBGHR and BGHR for the API

BGHR and RPBGHR do not behave like the other tables we can pull from the API. These should be modernized so they also have unique IDs and the ability to pull an accurate count of records. Pulling budgeted hours out of Workfront currently requires working around these limitations, which obviously causes clients issues.
