Show Budgeted Hours on Resource Planner when Viewing by User

We (resource managers) should be able to update a user's budgeted hours by project when viewing the resource planner by user. Currently, the resource planner only shows available and planned hours. If we have the ability to see the total number of hours budgeted to a user for any date range, we could forecast more accurately and without having to export the data and reformat in excel.

The system should be able to handle user restrictions (whether they are a designated resource manager on projects or not) and allow others to just view the budgeted hours.
