Set Resolve Comments & Apply Actions per default

We would like to have the opportunity to apply for all users the additional proof permission "Resolve Comments & Apply Actions" per default, This default setting should be applied on a user level.

This should help to reduce manual effort when setting up an huge amount user accounts where this requirement is needed.
