Set predecessors for issues

The ability to set predecessors for issues or cross objects like tasks. Being able to set a predecessor between issues for items such as "unplanned work". Would also be nice to create cross object predecessors such as a task being a predecessor for an issue to begin.

    Our team would also like the ability to set issues as predecessors. Some agile teams work off of issues without converting them to a task/project. Other teams' tasks are dependent on those issues being complete, and there is currently no way to associate those dependencies in Workfront.
