Scorecards for other uses outside of business case

Make scorecards available elsewhere in the system. Such as provide the ability to attach multiple scorecards to a project, portfolio, etc.

We do not use the scorecard for business case, instead we use it to audit our projects on a weekly basis to give the PM a score on how well they are complying with our PMO methodology/requirements. There are many other uses I can think of, however only have that one business case scorecard to work with.

Although the UI could use some improvements, overall the business case score card functionality is pretty good and seems like it could be relatively easy to copy/paste it for use in other areas!
