Scenario planner - Publish feature

Description - Would like to be able to publish any plan and not just initial

Why is this feature important to you - as purpose of multiple plans is to compare which might be the best plan and if I can not publish the best plan then it is no use

How would you like the feature to work - publish any plan user may choose

Current Behaviour - only initial plan can be published.
