Save as draft for Issues, too

Issues are very much like Requests, at least the way we use them. And just like Requests, it would really help if we could Save as Draft for Issues, just as we have that ability with Requests.

I see there is already an Idea posted for the same ability for Projects.

This is a much-needed feature!
