RESOURCING: Honour the terminology stated in the Layout Template

The resourcing tools still do not honour terminology defined on the user's Layout Template, unlike the rest of Workfront.

For example, we call issues "items" because we use that object for risks, issues, decisions etc.

However: the Scheduling, Planning, and Staffing areas still use "issues", which to users who don't know that it's the object that has that name, they ask us 'why can't I include risks as well?'

So, my suggestion is to bring the Resourcing areas into line.
