Report Prompt improvements

Request:

Please improve the functionality of Report Prompts:

- enable pre-select or limited operators per choice to avoid wrong values

- enable pre-select values instead searching e.g. over all project names

- allow sharing of the report visible after choosing the prompt values so that the next user sees the same value without selecting the prompts by himself

- allow prompts for a dashboard so that all data inside are filtered in the same way (e.g. program name)

Benefits: -

increase acceptance from the user side (easier to use)

- reduced report maintenance
