Currently, when you add a new Dashboard tab to an object (say, a program), an extra filter is added to the reports on that Dashboard for the particular object (in this case, a program) that the dashboard is displaying on.
If you were to add a Dashboard with a project report to a portfolio, for example, the only projects that would display on that tab would be projects that are assigned to that particular portfolio. While that is helpful sometimes, in a lot of cases, it isn't. For instance, if we had a portfolio manager who wanted to view a list of projects currently unassigned to any portfolio while he's working in the portfolio he manages, he would be unable to do so because the report would filter out all of the projects that didn't already belong to that particular portfolio.
It would be great if there were a way to disable this functionality through the objects themselves or through individual dashboards or reports.
