Reminder Notifications- Add logic/more options

I would like the ability to further customize the Reminder Notifications for my users. Our timelines change often, so our Planned dates (the only currently available option) don't always pan out. I'd like the ability to add some logic so that notifications aren't sent out if, for example, the task's predecessor is incomplete. No sense in telling someone their task is late if they can't even start yet, right?
