"Template" Queues the same way we can template filters/views/groupings

BMS currently uses a significant number of system-wide queues. This list doesn't pertain to most of our users. However, they need to be public, lest autoprovisioned requestors will not be able to see them.

It would be great for an admin to at least hide some of the queues from the Requests section of Workfront in the same way we can currently do with filters, views, and groupings. This way, the queues can remain public for those who need to see them.
